ABOUT ABOLISHING THE DEPARTMENTS OF THE NORTH CAUCASIAN RAILWAY

In order to improve the efficiency of the management of the North Caucasian Railway and in connection with its transition to a non-departmental structure, I order:
1. Abolish the Rostov, Krasnodar, Mineralovodsk, Makhachkala and Grozny branches - structural subdivisions of the North Caucasian Railway - a branch of Russian Railways.
2. To include the following subdivisions in the North Caucasian Railway as structural subdivisions:

3. Include in the structure of the management body of the North Caucasian Railway, provided for in paragraph 10 of the order of Russian Railways JSC dated September 28, 2003 N 17p "On the creation of structural divisions of the North Caucasian Railway - a branch of Russian Railways", the position of Deputy Head of the Railway roads (for the region) and the position of Deputy Head of the Railway for Infrastructure, excluding from it the position of Deputy Head of the Railway for Track Facilities.
Establish the staffing for the position of Deputy Head of the Railway (by region) in the amount of 5 staff units.
4. Include in the list of structural subdivisions of the branch, provided for in Appendix 2 to the Regulations on the North Caucasian Railway - a branch of the open joint-stock company "Russian railways", approved by JSC "Russian Railways" on November 19, 2006 N 1387, the following changes:

making appropriate changes in the prescribed manner to the order on the distribution of duties between the head and deputy heads of the North Caucasian Railway and other regulations railway;
closure of personal accounts with tax authorities and deregistration of tax authorities, as well as deregistration in territorial divisions of off-budget funds of the Russian Federation in the manner prescribed by the order of Russian Railways OJSC dated April 6, 2007 N 601r, Rostov, Krasnodar, Mineralovodsky, Makhachkala and Groznensky departments of the North Caucasian Railway with their structural subdivisions;
tax registration, as well as registration in the territorial divisions of off-budget funds of the Russian Federation in the prescribed manner of the structural divisions specified in paragraph 2 of this order.

The railway complex in the Republic of Dagestan is the most important part of the industrial regional infrastructure. The operational length of railway lines in the Republic of Dagestan is 509 km. The interaction of the Government of the Republic of Dagestan with the subdivisions of Russian Railways OJSC is based on the signed General Agreement on interaction and cooperation in the field of railway transport. In order to implement it, the Government of the Republic of Dagestan and the North Caucasian Railway signed a Cooperation Agreement for 2015-2018.

During the trip, the deputy head of the NCZhD for territorial administration, Zakhar Adamov, informed the head of the state of the Tarki station, the deputy director of the branch of the Federal State Enterprise "Departmental security on the railway" Roman Filimonov spoke about the state of the security strongpoint.

Then, in the salon of the meeting of the rail bus, a meeting was held with the participation of the Acting Head of the Republic of Dagestan Vladimir Vasilyev and the head of the North Caucasian Railway Vladimir Pyastolov.

At the meeting, they discussed the prospects for the development of long-distance and suburban passenger transportation, the possibility of updating the wagon fleet, reconstructing stopping points and increasing the volume of cargo transportation.

As was noted at the meeting, the North Caucasian Mainline plays an important role in the economy of Dagestan. The main types of cargo transported through the territory of the Republic of Dagestan are oil products, timber cargo, grain crops. At the same time, in order to ensure the growth of the volume of goods transported by rail, it is necessary to develop new transport products, create attractive conditions, apply flexible tariff regulation, and provide a full range of transport and logistics services to improve the quality of service for cargo owners.

On the territory of the republic, constant work is carried out to create comfortable conditions for passengers. So, at the request of the residents of Dagestan, an additional pair of suburban trains was assigned to the Makhachkala-Derbent route last year.

Currently, 5 pairs of suburban trains run in the republic, which are traditionally in high demand among local residents. In the first quarter of 2018, 97 thousand people were transported on three suburban routes in the region, which is 29% more than in the same period last year.

This year, as part of the investment program of Russian Railways, it is planned to allocate 73.5 million rubles for the development of the railway infrastructure of the republic. Thanks to this, in particular, the barrier devices at the railway crossings at the Kizlyar - Passage No. 17 and Kizlyurt - Temirgoe sections will be modernized.

Upon arrival in the most ancient city of Russia - Derbent, Acting Heads of the region Vladimir Vasilyev and the head of the North Caucasus Railway Vladimir Pyastolov, accompanied by a labor veteran, an honorary worker of the North Caucasus Railway Gadzhiag Magomedsherifov, made a tour of the station and the museum of railway history.

Following the results of the working trip of the Acting Head of the region, Vladimir Vasiliev, the head of the North Caucasus Railway, Vladimir Pyastolov, and the Chairman of the Government of the Republic of Dagestan, Artyom Zdunov, answered questions of interest to journalists.

Acting Head Vladimir Vasilyev, in particular, noted: “Thanks to this trip, we, firstly, looked at the condition of the road, how traffic and safety are organized. We were given the opportunity to make sure that everything is working effectively on the Makhachkala-Derbent section of the railway. During a very substantive meeting, we agreed to update the working group established last year.

We have outlined the main directions of activity. The first is the creation of more comfortable conditions for the inhabitants of Dagestan in terms of movement. Questions were raised regarding some of the safety-related restrictions that prevent the railway from developing as it could. We will study this topic, research and find solutions by combining our potentials. And we were very pleased that our partners made proposals related to the increase in passenger traffic.

As the chairman of the organizing committee of the European Wrestling Championship, I requested that guests and participants be given the opportunity to travel to Derbent by rail, which will allow them to arrive here much faster and more comfortably than by road."

Vladimir Pyastolov, for his part, said: “The most pleasant thing is that our unusual trip took place in the anniversary year: 120 years ago, regular traffic was opened from Makhachkala to Derbent.

During the trip, we discussed very important issues of our interaction with the leadership of the republic in order to expand and improve the quality of transport services within the borders of the Republic of Dagestan.

Artyom Zdunov, commenting on the working trip, stressed: "One of the main issues is that our economic space should not end with our borders. Therefore, it is very important to cooperate with neighbors, including Azerbaijan. In this regard, we discussed the organization of an effective and fast We are talking about border and customs control. Traffic between Makhachkala and Baku will work effectively only if customs clearance is fast and does not make you stand at the border for a long time. We are taking this issue into work."
