The list was approved by the Order of the Ministry of Regional Development of the Russian Federation, but was repeatedly changed, adopted in a new edition. The list was approved by the order of the Ministry of Regional Development of the Russian Federation dated December 30, 2009 No. 624, and the changes were made by order of the Ministry of Regional Development of the Russian Federation dated June 23, 2010 No. 294.
