In essence, the private bailiff performed part of the functions of the modern duty unit for receiving applications and messages from citizens. Every morning, at 8 o'clock, the private bailiff was obliged to report to the deanery council about what had happened in his area for a day. Thus, already in the 18th century, the Russian police authorities faced the task of creating a service in their structure capable of properly responding to changes in the situation at any time of the day.

From the middle of the 19th century, in every district of large cities there were so-called "congress houses", in which private bailiffs, city non-commissioned officers were located, and there were premises for prisoners. On the territory of the unit, "police booths" were installed with a policeman inside, but the formation of a full-fledged duty service and the very concept of "duty unit" was still far away.

In the 80-90s of the twentieth century, the police units on duty received further development, their organizational staff and material and technical support improved. They took an important place in the structure of the administrative apparatus of the internal affairs bodies, and in subsequent years received a clear legal regulation of their activities.

Today, the number of appeals to the internal affairs bodies is growing every year. Every day, the duty department of the Ministry of Internal Affairs registers from 50 to 70 reports of crimes and incidents per day. Thousands of calls are received by the on-call department per year. On average, every 5-10 minutes, all information about the search for persons, crimes and other incidents and offenses that have occurred in the city and the region, there are even false calls to the duty section of the inter-municipal department of the Ministry of Internal Affairs of Russia "Gus-Khrustalny". In addition, information is received via radio channels and personally from residents who apply to the police with statements.

Many citizens, finding themselves in a difficult situation, as a rule, expect first aid from the police officers.
